What success looks like after one year

Within the first year, the role will independently and confidently handle the following areas:

Key responsibilities

Enterprise Compliance Leadership
- Design, execute, and continually improve the enterprise compliance management system (CMS) for banking and mortgage lines.
- Serve as the primary liaison to federal and state regulators, including the FDIC, Indiana Department of Financial Institutions, and the CFPB.
- Provide regular reports to the Board of Directors and executive leadership on compliance risk, examination results, emerging issues, and key metrics.
Regulatory Compliance Oversight
- Ensure compliance with applicable regulations, including Banking and Mortgage rules:
  - Banking: BSA/AML, UDAP/UDAAP, EFTA, FCRA, FDCPA, GLBA, Reg B, Reg E, Reg CC, Reg D
  - Mortgage: RESPA, TILA/Reg Z, HMDA, ECOA, SAFE Act, TCPA, Fair Lending, and disclosure laws
- Monitor legislative and regulatory changes, assess impact, and lead organization wide implementation plans.
Compliance Program Development
- Oversee policies, procedures, training programs, testing and monitoring activities, complaint management, and remediation efforts.
- Develop and maintain risk assessment methodologies for banking and mortgage processes.
- Partner with business leaders to embed compliance controls into products, operations, and customer interactions.
CRA, Fair Lending & Consumer Compliance Strategy
- Provide executive oversight of CRA performance, fair lending risk, HMDA and CRA data integrity, and consumer protection compliance.
- Draft and update the organization’s CRA Strategic Plan as needed.
- Collaborate with business line leaders to establish goals under the CRA Strategic Plan and community development initiatives.
- Ensure robust fair lending analytics, data reviews, and targeted monitoring activities.
- Schedule and track Community Development service and investment activities through the MPACT program.
Regulatory Examinations & Audits
- Prepare the organization for regulatory exams, internal audits, and independent reviews.
- Coordinate exam activities, responses, documentation, and remediation efforts.
- Ensure timely resolution of findings and sustainable corrective action plans.
Risk Management & Governance
- Identify compliance risks and collaborate with senior leaders to implement mitigation strategies.
- Chair the organization’s Compliance Committee, whose membership includes key executive leaders.
Team Leadership
- Lead, mentor, and develop all Compliance team members.
- Establish performance goals, succession plans, and promote a culture of collaboration and accountability.

Responsibilities

Provide leadership and direction for all accounting functions including general accounting, fixed assets accounting, grant accounting, accounts payable, accounts receivable, and payroll.
Provide leadership, direction and guidance to direct reports.
Undertake daily and longer-term cash flows analysis to ensure required liquidity is addressed and opportunities maximized for short and investment of temporarily unused operating cash.
Actively manage operating cash investments to optimize investment returns.
In collaboration with Vice President and Investment Working Group, develop and implement recommended strategies for longer-term investment of core operating cash balances.
Prepare operational reports to provide timely and accurate information on the College’s financial status in the areas of cash position, investment return and receivables management.
Conduct ongoing general ledger account analyses to understand factors impacting college financial condition and support management decisions making with respect to financial operations.
Provide leadership for the ongoing implementation, development and effective use of the Banner financial systems. In accomplishing this, work with various college work groups (Banner Finance, HR, and Payroll) and the appropriate members of the Information Technology Staff.
Support finance system upgrades; develop testing plans and coordinate implementation.
Coordinate and facilitate all internal and external audits. Ensure compliance with all Federal and State regulations as well as internal policies and procedures.
Prepare for, and participate in, Banner Finance, Finance Staff, Controller Staff, Business Affairs, Board of Trustees, Foundation Investment Committee, Payment Match, HR/Payroll, and Community College Business Officers meetings.
Reviews asset and liability accounts reconciliations in preparation for the year end close and annual audits.
Coordinate closing procedures and oversees preparation of annual financial statements and work papers; prepares financial reports required for State reimbursement and audit purposes and other related year-end financial reports.
Provide leadership for ensuring the adequacy of internal controls and the integrity of College’s financial records. Develop, implement and monitor financial and internal control systems and procedures.
Advise the Vice President of Business and Finance on financial, accounting and auditing matters.
Interact with banks, auditors, governmental agencies, and other College departments on matters of accounting and financial issues.
Stay current with and implement new pronouncements of accounting standards and other regulatory issues affecting accounting procedures, financial reporting, governmental funding and audit issues.
Identify and implement professional development opportunities for staff; train staff on new accounting procedures and accounting system enhancements.
Deliver quality customer services to both internal and external constituents in a professional helpful and courteous manner.

Minimum Qualifications

Bachelor’s degree in Accounting required. Any and all degree(s) must be from a regionally accredited institution of higher learning.
Seven (7) years professional accounting work experience, to include: General Ledger, Grants and Endowment Management, Payroll, Fixed Assets, Accounts Payable, Payroll and Financial Statement preparation required.
Five (5) years work experience with demonstrated growth in leadership responsibilities required; prior supervisory experience required.
Proficiency in GAAP and GASB financial reporting.
Significant work in an ERP environment.
Demonstrated knowledge and understanding of GASB financial reporting requirements, and experience in managing independent accountant and government audits required.

Duties Summary

The Field Examination Branch conducts examinations of regulated institutions to assess their financial condition and compliance with applicable laws and regulations. The Branch reviews replies received from institutions in response to examination findings to determine that corrective action has been implemented and to ensure that issues not requiring further attention are closed. The subject position primarily conducts field and off-site (in office) full scope examinations of financial institutions to determine solvency, soundness of management and policies, actions of officers and directors, and compliance under the laws. The position also serves as examiner-in-charge of field examinations of full scope and the work assignments usually involve small and medium financial institutions and other small and medium regulated entities.

Minimum Qualification Requirements

Education: Bachelor's degree from an accredited college or university with at least 12 semester credit hours in accounting and/or auditing subjects.

Substitutions Allowed

Substitution of Experience for Basic Education Requirement: The experience must have been of such scope, level and quality as to assure the possession of knowledge, skills and abilities comparable to those acquired in four (4) years of successful study while completing a college or university curriculum leading to a baccalaureate degree which included twelve (12) semester credits hours in accounting/auditing subjects. The following types of experience may be substituted for education on a year-for-year basis.

A. Excess General Financial Institution Examining Experience.
B. Excess Specialized Experience or any other responsible administrative, professional or analytical work experience which did not require the knowledge and application of generally accepted accounting and/or auditing principles and practices may be substituted for the Education Requirement on a year-for-year basis.

General Experience: Two (2) years professional experience in any or a combination of the following: professional accounting or auditing experience; or experience teaching accounting at the college or university level.

Specialized Experience: Two (2) years professional experience which demonstrated knowledge of the business operations of financial institution(s), including the interrelatedness of various financial transactions and their effect on the overall condition of the institution.

Substitution of Education for Experience: A bachelor’s degree in accounting or a bachelor’s degree with accounting and/or auditing course work equivalent to a bachelor’s degree in accounting from an accredited college or university may be substituted for six (6) months of General Experience. What You Get To Do

Lead and coordinate the financial operations of a medium to large facility, aligning with corporate financial and operational goals.
Assist the facility and Facility Support Center teams on financial and operational matters including purchasing, billing, warehousing, commissary, IT support, and inmate accounts.
Prepare and review monthly variance analyses, revenue and expense forecasts, annual budgets, and ad hoc analyses.
Supervise staff engaged in data entry, posting, and verification to maintain accounting, statistical, and other records; implement and monitor internal controls.
Develop budgets, forecasts, and financial reports for facility management, identifying trends and opportunities for efficiency improvements.
Work with facility leadership to establish and implement financial, accounting, purchasing, and administrative procedures and internal controls in accordance with GAAP, company policies, regulations, and contractual requirements.
Prepare and issue a variety of records and reports for management, regulatory agencies, and contracting entities; participate in regulatory, contract, and fiscal audits.
Maintain in-depth knowledge of the terms of complex management contracts and oversee the facility’s business office and fiscal operations, including commissary and warehouse activities, internal controls, inventories, invoicing, pricing policies, and contract compliance.
Potentially supervise additional departments such as mailroom, maintenance, and laundry operations as assigned.
Assist with facility start-up or closure activities, problem solving, staff training for the business office, and other operational needs; may provide support at other facilities as required.
Participate in peer group discussions with personnel from other facilities as needed.
Domestic travel within the United States may be required.

Qualifications

Bachelor's degree from an accredited college or university in Business, Public Administration, Accounting, or a related field.
Five years of progressively responsible business experience required.
Two years of supervisory experience required.
Additional qualifying business experience may substitute for the required education on a year-for-year basis up to two years; no substitution for supervisory experience.
Working knowledge of accounting principles, Microsoft Word and Excel, and the concepts of supervision, training, and management.
Experience with enterprise software such as Oracle or JD Edwards preferred.
Valid driver's license required.
