About the Agency
The Wyoming Community College Commission is a 12 member state agency responsible for coordinating, advocating for, funding, and holding accountable Wyoming’s public community college system. It serves as a crucial link between the State of Wyoming and eight community colleges, ensuring the system operates efficiently, transparently, and in alignment with the state’s economic and educational goals.
Role Overview
The Director of Finance is the primary manager of the agency’s daily fiscal operations and reporting. Reporting to the Chief Financial Officer, this position ensures the technical accuracy of all accounting records, processes all revenue and expenditures, and prepares complex financial statements. It acts as the lead technical resource for the agency, ensuring all fiscal activities, including scholarship program allocations, federal grants, and biennial budgeting, comply with GAAP, federal regulations, and state policies.

Essential Functions
- Oversee daily processing and maintenance of accounts payable, accounts receivable, and procurement to ensure nationwide financial accuracy across the agency.
- Prepare and review monthly, quarterly, and annual financial reports for internal and external use, including executive management, Commission meetings, the State Auditor’s Annual Comprehensive Financial Report, federal grants, and other reports.
- Monitor and enforce agency fiscal policies to ensure compliance with federal and state laws; develop, implement, and update internal controls and procedures in response to regulatory changes; advise on interpreting fiscal regulations.
- Enforce internal controls governing the agency’s financial management.
- Investigate and resolve discrepancies in expenditures and revenues.
- Oversee the allocation, tracking, and distribution of scholarship funds, ensuring awards are documented and reconciled against available balances.
- Assist executive management with preparing the agency’s biennial and supplemental budgets, ensuring data accuracy for Commission, Governor, and legislative review.
- Create and monitor B-11 requests to adjust spending authority as needed, ensuring alignment with budget requirements.
- Maintain fixed asset records and inventory reporting.
- Serve as the agency’s lead user and representative for state and federal financial systems.
- Act as the primary operational liaison between the agency and HRD.
Qualifications and Preferences
Preferences
- Preference may be given to candidates with experience with the Wyoming Online Financial System (WOLFS).
Knowledge
- Know the applicable State and Federal laws, rules, regulations, and statutes.
- Fundamental understanding of accounting, business principles, budgeting, and cost controls.
- Familiarity with WOLFS and IBARS systems.
- Knowledge of budget and procurement practices and policies.
- Understanding of State Personnel Rules and related federal laws.
- Awareness of internal controls over accounting applications.
- Knowledge of Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) standards as applied to government accounting systems and reporting.
- Knowledge of government management, including human resources, accounting, and general management.
- Knowledge of project management.
- Familiarity with federal grant applications, progress reporting, and federal financial reporting.
- Self-motivated and well directed with strong attention to detail, follow-up, and follow-through.
- Strong Google Workspace and Microsoft Office skills, particularly spreadsheets and Excel.
- Effective communication skills and ability to analyze financial information.
Minimum Qualifications
- Education: Bachelor’s Degree, typically in Finance
- Experience: 1-3 years of progressive work experience in Finance, with knowledge at the level of a Senior Accounting Analyst
- OR Education & Experience Substitution: 4-7 years of progressive work experience in Finance, with knowledge at the level of a Senior Accounting Analyst

General office environment with light lifting; some travel required. Travel may be infrequent and scheduled in advance.
