Senior Director of Finance
Job Description
Facility Services Management, Inc. provides facility maintenance, operations, repairs, construction, and renovation services to U.S. government agencies and facilities. Reporting to the President, the Senior Director of Finance serves as a member of the leadership team and is responsible for financial reporting, trend analysis, and forecasts. The Senior Director directs the organization's fiscal functions in accordance with generally accepted accounting principles issued by the Financial Accounting Standards Board, the Securities and Exchange Commission, and other regulatory and advisory bodies, and applies sound financial management techniques and practices. The role also assists with the organization's financial affairs and with the preparation of financial analyses of operations, including interim and final financial statements with supporting schedules, for the guidance of management. The position directly supervises employees and carries out supervisory responsibilities in accordance with the organization's policies and applicable laws, including interviewing, hiring and training employees; planning, assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
Essential Duties and Responsibilities
- Direct the timely preparation of all financial statements for the organization and related entities, as well as reports required by government agencies.
- Supervise all accounting functions to ensure compliance with GAAP and regulatory requirements, including DCAA, DCMA, FAR and CAS.
- Collaborate with the President and CEO to manage banking relationships and treasury functions, including cash flow projections, to ensure adequate funds to meet the organization’s needs.
- Evaluate and manage financial risks and develop plans and programs to minimize and contain risk exposures.
- Prepare and monitor annual budgets in line with the business and financial strategy of the organization; identify variances and develop appropriate action plans with the Executive Team.
- Produce operational and financial reports, KPI metrics, and analysis.
- Provide recommendations that influence operating decisions and help improve margins.
- Supervise payroll for over 600 employees across multiple states with multiple union contracts; familiarity with SCA and DBA wage requirements is required.
- Update and implement the company’s accounting and financial policies and procedures.
- Maintain and implement appropriate internal controls and audits.
- Oversee the 401K program and CPA annual audits.
- Manage cash flow, forecasting, and reporting.
- Work with Joint Venture and other partners.
- Collaborate with other administrative managers in negotiating benefits, liability and property insurance, and union agreements.
- Oversee the control environment to ensure SOX compliance and align with shareholder reporting requirements, month-end, quarter-end, year-end closes and ad hoc requests.
Education and Experience
- Bachelor’s degree in accounting or finance required.
- CPA license required.
- MBA preferred.
- Minimum 10 years of accounting and finance experience, including at least 5 years in a senior managerial accounting role.
- Minimum of 3 years of Federal Government contracting experience.
- Strong knowledge of and experience with accounting and forecasting systems.
- Joint Venture experience is a plus.
- Excellent written and verbal communication skills.
