Role overview

This position supports the Vice President of Finance in delivering financial analysis, modeling, and reporting to inform strategic objectives. You will maintain and enhance the Axiom Financial Management ecosystem, support ALM and liquidity analysis, and contribute to budgeting, forecasting, and profitability efforts, providing cross-functional financial insights to leadership.

Responsibilities

Maintain and optimize the Axiom Financial Information System to enable timely models for budgeting, forecasting, profitability, and strategy.
Analyze financial performance against budget, forecast, and prior periods to identify drivers and variances.
Develop scenario analyses for balance sheet strategy, pricing decisions, and growth initiatives.
Assist in evaluating product profitability, funding costs, and margin impacts.
Contribute to the annual budget and periodic forecasts within the Axiom system.
Support variance analysis and forecasting updates based on performance and changing assumptions.
Maintain schedules and documentation for budget and forecast assumptions.
Support ALM and Liquidity Risk Models, including inputs, assumptions, and scenario outputs.
Assist in preparing ALCO reporting.
Validate model outputs for consistency with underlying financial data.
Monitor key interest rate and liquidity risk metrics and document assumptions.
Track daily cash balances and concentration limits.
Support the VP of Finance in maintaining the Financial Management System with accurate data across models and reports.
Perform data reconciliations between source systems and financial models.
Help improve model efficiency, automation, and reporting processes.
Collaborate with Business Intelligence to align financial data with enterprise reporting.
Assist in investment portfolio maintenance and transaction decisions.
Validate safekeeping and collateral positions.
Assist with purchase and sale documentation and settlement validation.
Prepare monthly, quarterly, and annual reports with analysis of the presented information, including liquidity, investments, delinquency, production, financials, consolidation, and regulatory reports.
Perform other related duties as assigned.

Requirements

2 to 5 years of experience in financial analysis, banking, credit unions, or related fields preferred.
Strong financial modeling and analytical skills; Excel proficiency required; experience with Axiom or similar systems preferred.
Understanding of financial statements for financial institutions.
Familiarity with ALM concepts, interest rate risk, and liquidity management preferred.

Project Overview

This position provides support in cost accounting, financial analysis and reporting, and internal controls for a major utility firm based in Westchester County, NY.

Responsibilities

Prepare construction contract awards, initial dollar commitments, and change order requisitions in SAP, including work with implementation contractors for air monitoring, design, and controlled inspection vendors.
Review project invoices and approvals to ensure correct SAP purchase order number, account assignment, dollar value, and approval levels, verify available funding, and ensure backup documentation is in place.
Coordinate the project reconciliation process with engineers based on construction completion milestones.
Analyze and identify variances between SAP records and engineers final scope of work for materials, labor, fees, abatement, and other related costs.
Prepare the financial closeout of projects in SAP, including closing all contract dollar commitments, verifying 100% billing for project cost recovery, and recording all journal entries to reconcile SAP costs with a final closeout memo.
Update project closeout and reconciliation data in the EE Department Project Management database (Primavera).
Support Financial Controls staff.
Distribute all billing memos, closeout memos, and journal entries to Accounting and Billing departments and update Primavera accordingly.

Skills & Qualifications

Strong working knowledge of Microsoft Office Suite is required.
Strong knowledge of SAP is preferred.
Proficiency in Cost Accounting and/or Accounting methods and theory.
Familiarity with Primavera is preferred.
General understanding of fee schedules.
Strong analytical skills; excellent organizational and planning abilities.
Strong written and oral communication skills to effectively interact with customers, program staff, and management.

ATA Services is seeking an experienced Budget Analyst to join a four-month temporary assignment with Bernalillo County. The position offers a rate of $26.03 per hour with weekly pay. Start date is ASAP. Work is scheduled Monday through Friday, from 8:00 a.m. to 5:00 p.m., and the location is downtown Albuquerque.

Position Summary

The selected Budget Analyst will audit, monitor, and prepare reporting for capital and operating budgets. The role includes providing financial analysis, reviewing administrative resolutions and ordinances related to agenda items presented to the Board of County Commissioners, and generating a broad set of reports and analyses spanning budget, accounts payable, and payroll planning expenses.

Duties and Responsibilities

Perform professional duties related to the development, auditing, monitoring, and report preparation for capital and operating budgets for assigned departments; review department budget proposals for completeness, accuracy, and conformance with established procedures, regulations, and organizational objectives. Formulate and provide recommendations to management regarding funding solutions, process improvements, and reporting.
Coordinate the annual budget process with assigned departments, including in-depth meetings to review budget requests; recommend funding adjustments necessary to meet the balanced budget requirements of the Department of Finance and Administration; prepare a diverse range of reports detailing payroll, operating, and capital totals, including a breakdown of recurring and non-recurring funding types; evaluate the most effective way to distribute funds and other resources among the various departments.
Provide technical assistance to assigned departments and/or divisions on quarterly budget reviews and periodically throughout the fiscal year; receive and analyze quarterly financial information submitted by departments; determine trending patterns; provide recommendations for correcting budget deficits and/or re-allocating excessive funds.
Determine the most appropriate courses of action to resolve budget-related inquiries from departments related to budget conformance with established procedures, reorganizations, and budget impact on position transfers and re-classification of positions; advise and follow through on implementation of proposed adjustments necessary to meet department needs and County objectives. Provide recommendations regarding funding capacities and recommends funding solutions as necessary.
Review administrative resolutions and ordinances on agenda items presented by departments to the Board of County Commissioners for completion and accuracy; analyze information provided and recommend changes prior to submission.
Provide current and accurate expenditure and revenue information and analysis to supervisors, Directors, and Deputy County Managers using financial management systems software, databases, spreadsheets, and reports.
Work collaboratively with budget staff to create the Biennial Budget Book, the Budget in Brief, and the external Budget Quarterly report for external use by public and state agencies and county-wide internal use by County executives, elected officials, and the Board of County Commissioners; prepare narrative and financial sections for these documents.
Review contracts and grant agreements to ensure that funding, including grant matching funds, is available prior to execution.
Assist with budgeting salary and benefit costs.
Assist with revenue forecasting, including analyzing tax revenues; licenses and permit fees; investment income; charges for services, etc. Work with departments as necessary to work through assumptions making recommendations based on factors including historical trends, legislative and economic changes, and departmental changes.
Review and analyze the impact of new or changed legislation from federal and state government.
Conduct training sessions for County staff with respect to budget procedures, and the budget operating system.
