Job Description

Position Overview

The Finance Director serves under the Executive Director and oversees the Tribe’s financial management functions, including administration, daily operations, staff supervision, policy development, and grant or program management. The role ensures compliance with Tribal laws, ordinances, standards, and all applicable federal and Virginia state laws.

Roles and Responsibilities

  • Supervise and train all Finance Office personnel.
  • Collaborate with federal government financial personnel.
  • Conduct internal audits as needed or directed.
  • Coordinate with auditors and address audit findings as required.
  • Maintain and monitor internal controls and ensure Financial Management System compliance.
  • Work with Tribal investment management contractors to implement recommendations and execute investment directives per the Chief and Tribal Council.
  • Oversee cash management systems.
  • Assist with budget development and prepare budgets.
  • Deliver financial presentations and provide reports to the Chief and Tribal Council.
  • Prepare computerized financial reports; maintain check registers and computer journals.
  • Prepare SF-425s and update PIT MSS to OMB Super Circular modifications and amendments.
  • Provide special management reports; record income and other revenue; enter and adjust journal entries.
  • Approve contract and grant compliance, budget and availability of funds, and perform bank reconciliations.
  • Enter audit entries and manage payroll administration operations.
  • Execute system backup procedures.

Knowledge and Competencies

  • Bachelor’s degree from an accredited college or university in accounting, business, or a related field is required. Seven years of experience in finance, business or a related field with similar responsibilities may substitute for the degree.
  • A minimum of five years of administrative experience is required, with ten years preferred.
  • Proficiency in computer systems to develop and maintain financial, operating, and reporting requirements for budgeting, reporting, and grants; working knowledge of business and financial concepts; ability to perform financial analysis as needed.
  • Supervisory Experience (strongly preferred): direct management of a department and staff; five years of management experience is strongly preferred.
  • Grant Expertise (required): knowledge of federal, state and private grants to manage the Tribe’s financial needs; capability to oversee grants from inception through audit. Training in financial grants management must be completed within the first 90 days if lacking prior expertise.
  • Financial Proficiency (required): analytical skills; development and monitoring of budgets, reporting, and auditing within awarded grants and budgets. Familiarity with Microix and MIP strongly preferred.
  • Teamwork (required): strong interpersonal skills to collaborate within the Tribe and with the Chief and Council; tact and diplomacy when engaging with other agencies.
  • Ethics (required): strict adherence to policies and procedures; maintain confidentiality.
  • Judgement (required): ability to negotiate, mediate, and make decisions; detail oriented.
  • Planning/Organizing (required): excellent written and verbal communication; ability to develop, monitor, and complete short- and long-range goals; focus on quality improvement; capable of multitasking and prioritizing; effective time and resource management.
  • Computer Skills (required): experience with standard Microsoft Office and financial software packages.
  • Dependability (required): reliable and punctual in attendance and work performance.
  • Other Requirements (required): knowledge of the Tribe; familiarity with tribal laws and ordinances, federal laws regarding Native Americans; prior experience in a related field.

Supervisory Relationships

The Finance Director reports to the Executive Director and will supervise accounting staff. The role requires initiative and professional conduct consistent with Pamunkey Indian Tribe policies and Federal and Virginia State program requirements.

  • Pay: $71,170.00 - $118,854.00 per year

Location and Relocation

Location: King William, Virginia 23086. Work location is on site at the Pamunkey Indian Reservation. This position requires relocation to the area with relocation assistance provided. Relocation before starting work is required.
