Overview

The City of Bowie in Texas (76230) seeks a qualified Finance Director reporting to the City Manager. The role oversees all aspects of the city's financial accounting and general ledger reporting, and ensures adherence to the city's financial policies and procedures. Responsibilities include timely month-end and year-end closings, and the development of quarterly and annual financial reports in alignment with governmental accounting, auditing, and financial reporting requirements. The Finance Director coordinates the annual audit, prepares the operating budget, creates and reviews journal entries, and handles monthly bank reconciliations. The position may perform payroll and accounts payable transactions as needed. It also oversees utility billing and accounts receivable, collaborates with other city departments and department heads, and coordinates with the City Manager on each department's financial performance. The department comprises six trained employees, whom the Finance Director will supervise. The position is on-site only and not remote.

Responsibilities

  • Oversee all aspects of financial accounting and general ledger reporting
  • Ensure compliance with the City's financial policies and procedures
  • Lead month-end and year-end close processes
  • Coordinate and develop quarterly and annual financial reports in line with governmental accounting, auditing, and financial reporting requirements
  • Coordinate the annual audit
  • Prepare the City's operating budget
  • Prepare and review journal entries
  • Prepare monthly bank reconciliations
  • Perform or assist with payroll and accounts payable transactions
  • Oversee utility billing and accounts receivable
  • Collaborate with other city departments and department heads, and coordinate with the City Manager on each department's financial performance
  • Supervise the finance department staff of six trained employees

Qualifications

  • Bachelor's degree in finance, accounting, or business administration is preferred, but governmental accounting experience is required
  • CPA designation is a big plus
  • Minimum of five years of governmental accounting experience is required
  • Credentials as a Certified Government Finance Officer are a big plus
  • Any combination of experience and training likely to provide the required knowledge and abilities will be considered

Work Schedule and Location

Location: Bowie, Texas 76230

Compressed work schedule: Monday through Thursday, 7:00 a.m. to 6:00 p.m., with Fridays off. This position is on-site only and not remote.

Compensation

Salary range is $65,000 to $80,000 depending on education and experience.
