Overview

The selected candidate will support the Intelligence, Planning, Programming, Budget, and Execution Process (IPPBE) to safeguard the financial health and strategic alignment of resources. This role leads the creation, execution, and monitoring of budgets designed to satisfy both internal and external requirements. It requires a thorough grasp of the Intelligence Community's financial landscape, including resource allocation, budget forecasting, and Congressional appropriations and allocations. The position contributes to formulating, supporting, and executing the National Intelligence Program (NIP) Budget, analyzing and integrating financial data to enable informed decisions and prudent resource distribution. Collaboration with government stakeholders is essential to understand financial needs and ensure alignment with broader organizational strategies. The role also involves generating budget reports for customer offices, components, and NIP programs with funding and activity summary profiles, and developing, reviewing, and responding to budget exercise submissions. Additionally, it supports the development of cost–benefit trade-offs and investment strategies for the NIP budget, helps craft fiscal guidance and implementation schedules for each budget phase, and contributes to SOPs while recommending process improvements. The candidate will assist with budget analysis, financial data calls, and portfolio reviews, aid in building fiscal programs for internal components and IC-wide programs, and draft narratives for the Congressional Budget Justification Book (CBJB) to Congress. Support for CBJB content related to NIP missions of interest, special topics, and related sections is expected, along with generating talking points, briefings, products, reports, and congressional directed action responses. The role encompasses participation in the full cycle of intelligence planning, programming, budgeting, and evaluation, and tracking congressional legislation and its impact on the NIP budget.

Responsibilities

  • Lead the development, execution, and monitoring of budgets tailored to meet internal and external requirements.
  • Maintain a comprehensive understanding of the Intelligence Community budget landscape, including resource allocation, forecasting, and Congressional appropriations and allocations.
  • Formulate, support, and execute the National Intelligence Program budget by analyzing and integrating financial data to inform decisions and allocations.
  • Collaborate closely with government stakeholders to identify financial needs and ensure alignment with organizational strategies.
  • Generate budget reports for customer offices, components, and NIP programs, including funding and activity profiles.
  • Develop, review, and respond to budget exercise submissions.
  • Develop and present cost-benefit trade-offs and investment strategies for the NIP budget.
  • Assist in creating fiscal guidance and implementation schedules for each budget phase.
  • Contribute to the development of Standard Operating Procedures and suggest process enhancements.
  • Support budget analysis, financial data calls, and portfolio reviews.
  • Aid the customer in developing and evaluating fiscal program builds for internal components and IC-wide programs.
  • Draft narratives, vignettes, and inputs for the Congressional Budget Justification Book to Congress.
  • Support the CBJB content for National Intelligence Program missions of interest, special topics, and related sections.
  • Generate talking points, briefings, products, reports, and responses to congressional directed actions related to the NIP.
  • Participate in the complete cycle of intelligence planning, programming, budgeting, and evaluation.
  • Track congressional legislation and its impact on the NIP budget.

Requirements

  • TS/SCI clearance with polygraph.
  • Bachelor's degree with 12 to 15 years of related experience, or a Master's degree in a relevant field such as Finance, Accounting, or Economics with 10 to 13 years of related experience.
  • Minimum of 7 to 10 years in government budgeting, including 3 to 5 years within the Intelligence Community.
  • Proven expertise in government budget formulation activities and familiarity with the IPPBE process.
  • Excellent written and oral communication skills.
  • Detail-oriented with strong time-management abilities.
  • Ability to adapt to changing priorities.
