Job Description
Responsibilities
- Support the IPPBE framework and perform tasks aimed at maintaining financial health and ensuring resources align with strategic objectives.
- Lead the development, execution, and monitoring of budgets to meet internal and external requirements, drawing on in-depth knowledge of the Intelligence Community’s financial landscape, including resource allocation, budget forecasting, and Congressional appropriations and allocations.
- Contribute to the formulation, support, and execution of the National Intelligence Program (NIP) Budget by analyzing and integrating financial data to enable informed decisions and efficient resource distribution.
- Collaborate with government stakeholders to understand financial needs, provide insights, and ensure alignment with broader organizational strategies.
- Generate budget reports for customer offices, components, and NIP programs, including funding details and activity summary profiles.
- Develop, review, and respond to budget exercise submissions.
- Develop and produce cost-benefit analyses and investment strategies related to the NIP budget.
- Assist in developing fiscal guidance and implementation schedules for each budget phase.
- Contribute to the development of Standard Operating Procedures (SOPs) and propose process enhancements.
- Support budget analysis, financial data calls, and portfolio reviews.
- Assist the customer in developing and evaluating fiscal program builds for internal components and IC-wide programs.
- Draft narratives, vignettes, and inputs for the Congressional Budget Justification Book (CBJB) to Congress.
- Support the development and production of the CBJB for National Intelligence Program missions of interest, special topics, and related sections.
- Generate talking points, briefings, products, reports, and responses to congressional directed actions related to the NIP.
- Participate in the full cycle of intelligence planning, programming, budgeting, and evaluation.
- Track congressional legislation and assess its impact on the NIP budget.
Requirements
- TS/SCI Clearance with Polygraph.
- Bachelor’s degree with 12–15 years of prior relevant experience, or Master’s degree in a pertinent field (e.g., Finance, Accounting, Economics) with 10–13 years of prior relevant experience.
- A minimum of 7–10 years in government budgeting, including 3–5 years within the Intelligence Community.
- Proven expertise in government budget formulation activities and thorough familiarity with the intricacies of the IPPBE process.
- Excellent written and verbal communication skills.
- Detail-oriented with strong time-management abilities.
- Ability to adapt to changing priorities.
